BILL SUMMARY:
SB 577, to the extent that funding is appropriated for this
purpose, requires CDC and CYA to provide 16 weeks of
training for each correctional peace officer cadet.

STAFF COMMENTS: SUSPENSE FILE.
Currently, CDC uses the academy in Galt to train its cadets
and requires completion of a 6-week training course; CYA
uses the academy in Stockton and offers a 5-week training
course. This bill requires a 16-week training course for
both, to the extent that funding is appropriated for this
purpose. AB 271 (Villaraigosa) Ch. 762, St. of 1998, which
passed this committee in another form, requires the
Commission on Correctional Peace Officer Standards and
Training (CPOST) to report, by September 1, 1999, on
curriculum standards and the length of time required to
satisfactorily train cadets. It also stated legislative
intent that the report be included in the basis for a new
budget change proposal for the administration to consider
in the 2000-01 Budget Act to enhance department training
operations.
According to CDC, to the extent that funding is made
available, there are increased costs of about $500,000 for
each additional week of training, or $5 million annually.
The Governor's Budget includes $5 million for CDC to
increase cadet training. CYA estimates, to the extent that
funding is made available, increased costs of about
$225,000 for each additional week of training, or $2.4
million annually.
SB 12 (Rainey), awaiting action in Senate Public Safety
Committee, is similar to this bill but requires 24 weeks of
training for CDC cadet's only.
